Mr. Børge Brende, Minister of Foreign Affairs, and Ms Valerie Amos, Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator have the honor of inviting you or a representative of your Government to the Humanitarian Pledging Conference for South Sudan on 20 May 2014 in Oslo, Norway.
The purpose of the Conference is to discuss how to address the humanitarian crisis in South Sudan, where it is estimated that 4,9 million people are in need of humanitarian assistance and that more than 1,2 million people have fled from their homes. Widespread killing of civilians and gross human rights violations are reported. Due to the conflict, people have not been able to cultivate their land, contributing to the rapidly deteriorating food insecurity. Approximately one million people could face famine if urgent action is not taken. The gravity of the situation in South Sudan, and the impact on neighboring countries, calls for immediate action.
The conference aims to increase funding and agree on what more can be done to create an enabling environment for the delivery of humanitarian assistance. The current shortfall identified in the Humanitarian Response Plan to meet urgent requirements is 800 million USD.
Additional contributions are urgently needed, and I count on your generous financial support to fund this appeal.
The Conference will be co-chaired by UN Under-Secretary-General and Emergency Relief Coordinator Valerie Amos and hosted and opened by me. Delegations are expected to be led at the ministerial level and should be limited to a total of three members. Due to time constraints, ministerial statements at the conference are limited to two minutes.
